📖 ABSTRACT/OVERVIEW
Criminal networks in the Niger Delta, encompassing oil theft syndicates, kidnapping organisations, and militant armed groups, exhibit complex adaptive system properties that render conventional linear law enforcement approaches inadequate, and applying complex systems theory to understand their dynamics represents an original contribution to Nigerian organised crime scholarship. This study applied a complex systems theoretical framework to analyse criminal network dynamics in the Niger Delta, focusing on Rivers, Bayelsa, and Delta States from 2017 to 2023. A multi-method complexity research design was employed, combining social network analysis of criminal network structures derived from court records, EFCC case files, and intelligence reports (160 network actors mapped across three criminal enterprise types), agent-based modelling of criminal network resilience under law enforcement pressure, and qualitative case studies of network evolution following major enforcement disruptions. Social network analysis revealed scale-free network properties in organised crime networks, with highly connected broker nodes serving disproportionate coordination functions. Agent-based simulation confirmed that conventional policing targeting peripheral actors produced negligible network disruption, while broker node targeting produced cascading network collapse but was followed by rapid network reformation in 78 percent of simulated disruption scenarios. Qualitative case studies of post-enforcement network evolution confirmed adaptive reconfiguration within 6 to 18 months of major arrests. The original Criminal Network Resilience Model identifies three leverage points for sustained network disruption: financial flow severance at broker nodes, community embeddedness disruption, and legitimate economy alternative creation. Expert review confirmed significant original methodological and theoretical contribution.
