Agricultural extension system effectiveness is shaped by interacting factors operating simultaneously at household, community, and institutional levels, yet most existing analyses examine these levels in isolation, missing important cross-level interactions and compositional effects. In Nigeria, where extension systems across the six geopolitical zones exhibit significant institutional diversity, a multi-level analytical framework is essential for understanding what drives differential extension performance. This study conducted a multi-level analysis of the determinants of agricultural extension system effectiveness in Nigeria using a nationally representative nested dataset of 600 farming households, 80 communities, and 24 agricultural development zones across 12 states. Hierarchical linear models were estimated to decompose variance in farmer technology adoption and productivity outcomes across household, community, and institutional levels. At the household level, education, farm size, and information access were significant predictors. At the community level, infrastructure quality and social cohesion moderated extension effectiveness significantly. At the institutional level, extension management quality, resource adequacy, and political commitment were the dominant performance drivers. Cross-level interactions revealed that institutional quality moderated community-level infrastructure effects on outcomes, confirming systemic complementarity. Approximately 42 percent of total outcome variance was attributable to institutional and community levels, implying that household-level targeting alone is insufficient for effective extension reform. The study makes an original multi-level analytical contribution to extension systems research in Nigeria, recommending simultaneous institutional and community-level reforms.
