Vehicle licensing offices operated by the Federal Road Safety Corps (FRSC) and the Vehicle Inspection Office (VIO) in Anambra State, South East Nigeria, are notorious for disorganised queue systems that cause long wait times and corruption opportunities. This project develops a queue management system for vehicle licensing offices in Anambra State, replacing manual turn-taking with a digital queuing and appointment workflow. The system is built using React.js with a Node.js backend and MongoDB, supporting web-based pre-scheduling and physical kiosk check-in. The agile development model drives three sprints validated with 12 FRSC/VIO officers and 60 applicant user testers across Awka and Onitsha offices. Core features include pre-appointment booking, automated token generation, real-time queue status display, service time analytics, and SMS notification on turn arrival. Evaluation covered average service wait time, skip-rate, and officer workload distribution over six weeks. Results show that average wait time fell from 2.5 hours to 38 minutes, and applicant satisfaction ratings improved from 2.1 to 4.2 out of 5. The study acknowledges that kiosk hardware acquisition requires government capital expenditure and recommends a public-private partnership model with fintech firms that provide POS hardware infrastructure.
