Cybersecurity insurance provides a financial risk transfer mechanism that can improve both individual organisation resilience and national cybersecurity investment incentives, yet the Nigerian cybersecurity insurance market remains underdeveloped, and original theoretical investigation into its development barriers and enablers fills an important gap at the intersection of insurance theory and cybersecurity economics. This study conducted an original theoretical and empirical investigation into the foundations of cybersecurity insurance market development in Nigeria. A theory-building methodology employing institutional economics, insurance market theory, and empirical primary research was used. Systematic review of 45 cybersecurity insurance market development publications from 2019 to 2024 confirmed that no study addressed African or Nigerian insurance market contexts. Primary research comprised structured interviews with 20 insurance company executives, 10 actuaries, 15 corporate risk managers, and 8 Nigerian Insurance Commission regulators in Lagos and Abuja. The empirical research identified three fundamental barriers to Nigerian cybersecurity insurance market development: absence of actuarially adequate loss data for premium calibration, extreme adverse selection from information asymmetry between insured and insurer, and inadequate enterprise cybersecurity measurement standards preventing pre-underwriting risk assessment. The original Nigerian Cybersecurity Insurance Market Development Framework proposes a three-phase market building approach: data infrastructure development, minimum underwriting standards, and market maturation incentives. Theoretical contributions include the Correlated Cyber Risk Problem for African markets, explaining why standard insurance diversification assumptions break down for systemic cyber events in tightly connected national networks. Expert review confirmed the framework's original theoretical contribution.
