Analysis of Community Relations Practices in Gas Pipeline Projects in Ondo State

Community relations management is a vital but often underexamined dimension of gas infrastructure project delivery in Nigeria, where project-community conflicts have contributed to pipeline vandalism, project delays, and operational disruptions. This study analyses the community relations practices employed during the construction and commissioning of gas pipeline projects in Ondo State, focusing on two pipeline projects traversing Ondo South senatorial communities in Ilaje and Ese-Odo Local Government Areas. The research employs a qualitative case study methodology, combining key informant interviews with community leaders, project community development officers, and government liaison officials, alongside review of community engagement documentation and incident reports. The study examines community consultation processes, compensation and resettlement procedures, community development fund management, and conflict resolution mechanisms employed by project developers. Findings reveal that while pre-construction consultation processes were formally conducted for both projects, community concerns regarding long-term employment commitments, farmland restoration timelines, and pipeline right-of-way compensation adequacy were incompletely addressed, contributing to periodic construction access disruptions. The study identifies best practices from one project that successfully established a joint community-project monitoring committee as a conflict de-escalation mechanism. Recommendations include mandatory community engagement plans aligned with IFC Performance Standard 5, independent third-party monitoring of community agreements, and capacity building for community liaison officers.
