📖 ABSTRACT/OVERVIEW
This study analyses the environmental management challenges facing municipal water utilities in southern Nigeria, examining how the utilities manage environmental impacts of water abstraction, treatment chemical use, wastewater discharge, and energy consumption in the context of severe operational and financial constraints. Municipal water utilities in southern Nigeria provide a critically important environmental service but simultaneously create environmental impacts that are rarely managed systematically within the utility's own operations. A structured organisational assessment was conducted at eight state water board utilities in Lagos, Rivers, Delta, Anambra, Cross River, Ogun, Edo, and Akwa Ibom States. Assessment dimensions covered source water catchment management practices, treatment chemical waste management, backwash water and sludge disposal, non-revenue water physical losses, energy management, and environmental monitoring systems. Interviews with utility environmental managers and technical directors supplemented document review. Results reveal that catchment protection management upstream of water abstraction points is absent or rudimentary at six of eight assessed utilities, despite its critical role in protecting raw water quality. Treatment sludge is disposed informally at six utilities, with no assessment of sludge composition for contaminants. Average non-revenue water losses of 48 percent across the sample represent both a service delivery failure and a significant environmental management inefficiency. Energy intensity per cubic metre of water supplied is consistently above international benchmarks due to ageing infrastructure and high non-revenue water. Environmental management responsibility is formally assigned at only three utilities. Recommendations include developing an Environmental Management System standard specific to Nigerian municipal water utilities.
