Analysis of Physical Education Teacher Effectiveness Using Instructional Observation in Secondary Schools in Plateau State

Teacher effectiveness in physical education is a critical determinant of student learning outcomes, yet systematic evaluation of physical education instructional quality using structured observation tools is rarely conducted in Nigerian schools. This study analyses physical education teacher effectiveness using standardised instructional observation instruments in public secondary schools in Plateau State, North Central Nigeria. A descriptive analytical design was adopted, with 45 physical education teachers across 20 schools observed during 180 physical education lessons using the Academic Learning Time in Physical Education instrument and the Teaching Personal and Social Responsibility observation scale. Lesson dimensions evaluated include time management efficiency, instruction quality, practice opportunity provision, student engagement, motivational climate, and integration of character and social skills objectives. Post-observation interviews with teachers provided contextual explanations of observed practices. Findings reveal that academic learning time, defined as the proportion of lesson time students spend in moderate-to-vigorous practice, averages 28 percent of total lesson time, significantly below the recommended 50 percent benchmark. Instruction time and management time consume the majority of lesson duration. Teachers with specialist physical education qualifications demonstrate significantly higher academic learning time percentages and student engagement ratings. The integration of personal and social responsibility objectives into lessons is minimal across all observed teachers. Recommendations include teacher professional development targeting time management, lesson planning for practice maximisation, and structured reflection on instructional effectiveness.
