Analysis of Urban Governance and Planning Administration in Enugu State

Effective urban governance is fundamental to the successful implementation of planning policies and the delivery of urban development outcomes. This study analyses the structure and performance of urban governance and planning administration in Enugu State, with particular focus on the roles and interactions of the Enugu State Urban Development Board, local government area planning authorities, and community development associations. A qualitative-led mixed-methods design was adopted, using semi-structured interviews with 18 officials across three tiers of planning governance and document reviews of planning legislation, organizational charts, and recent planning decisions. A survey of 160 residents assessed community perceptions of planning responsiveness, fairness, and transparency. Secondary data on planning permit statistics, enforcement actions, and development violations were reviewed. Findings are expected to illuminate significant overlaps in jurisdictional authority between state and local planning bodies, leading to delays in decision-making, inconsistency in planning approvals, and limited accountability for enforcement failures. The study examines how political interference and resource constraints undermine planning administration effectiveness. Recommendations focus on clarifying inter-agency mandates through legislative reform, establishing performance monitoring systems for planning authorities, strengthening community participation mechanisms in local planning decisions, and investing in capacity building for planning officers at the local government level.
