Analytical Study of Ethnic Federalism and Resource Allocation Inequities in Nigeria’s Middle Belt Region

Resource allocation in Nigeria's federal system has long been contested along ethnic and regional lines, with communities in the Middle Belt historically arguing systematic underrepresentation in federal fiscal transfers and appointments relative to their population size. This study analytically examines the relationship between ethnic federalism and resource allocation inequities as experienced in Benue, Nasarawa, and Kogi States of North Central Nigeria. A documentary analysis design complemented by primary data collection was employed. Federal allocation records over a ten-year period were analyzed for population-to-allocation ratios, while structured surveys were administered to 320 political elites and civil society leaders in the three states regarding perceived allocation equity. The Institutional Theory of Ethnic Politics and Fiscal Federalism frameworks guided analysis. Document analysis reveals that per-capita federal statutory allocations to Middle Belt states were consistently 17 to 24% lower than the national per-capita average during the analysis period, when adjusted for derivation formula effects. Survey respondents attributed allocation disparities primarily to underrepresentation in Revenue Mobilisation, Allocation and Fiscal Commission, with 76% rating federal institution staffing as ethnically skewed against Middle Belt groups. Political appointments in federal security agencies were identified as a secondary allocation inequity, with consequences for conflict response resource placement. The study analytically demonstrates measurable ethnic-structural inequities in federal resource allocation and their linkage to ethnic federalism's institutional architecture.
