Animal Welfare Standards and Their Implementation in Nigerian Livestock Slaughter Facilities

This study examines animal welfare standards applicable to livestock slaughter in Nigeria and assesses the implementation gaps in abattoir and slaughter slab facilities. Animal welfare during pre-slaughter handling and slaughter is both a moral obligation and increasingly a market requirement for export-oriented Nigerian meat products. The alignment of Nigerian slaughter facility practices with international animal welfare standards such as OIE guidelines and Humane Slaughter Association recommendations has not been systematically assessed. This study uses a structured welfare audit methodology, inspecting 30 abattoirs and 45 slaughter slabs across Kano, Lagos, Abuja, Port Harcourt, and Enugu. Welfare indicators assessed include lairage conditions, water and feed provision, handling methods, stunning adequacy, sticking and bleeding efficiency, and staff training in animal welfare practices. Regulatory compliance with the Federal Ministry of Agriculture's Abattoir Act provisions is assessed alongside welfare indicators. Findings reveal that mechanised stunning prior to slaughter is absent in 92 percent of assessed facilities, with conscious slaughter by throat-cutting the universal practice. Lairage overcrowding is evident in 68 percent of abattoirs, and water provision in lairage is absent in 44 percent. Staff training in humane handling is absent in 86 percent of facilities. Religious slaughter (halal and kosher) requirements are accommodated but without pre-slaughter handling protocols that would reduce suffering before religious cutting. The study recommends a national animal welfare standards programme for slaughter facilities with mandatory staff training requirements and progressive infrastructure investment.
