Appraisal of Gas Processing Plant Safety Protocols in Akwa Ibom State

Safety management at gas processing plants is a critical engineering responsibility, particularly in Nigeria where facility incidents have historically resulted in significant loss of life and environmental damage. This study appraises the safety protocols and hazard management systems at gas processing facilities in Akwa Ibom State, examining plants associated with the Nigerian Liquefied Natural Gas (NLNG) feeder system and associated condensate processing units. The research adopts a safety audit methodology, combining document review, structured interviews with safety officers, and physical facility inspections against standards set by the Nigerian Oil Spill Detection and Response Agency (NOSDRA) and the NUPRC. Key safety parameters evaluated include process hazard analysis documentation, emergency shutdown system reliability, personal protective equipment compliance, and fire and gas detection system coverage. The study also assesses the adequacy of emergency response plans and the frequency of emergency drills. Findings reveal significant variability in safety compliance levels, with older facilities exhibiting more frequent procedural gaps than recently commissioned plants. The study documents a positive correlation between workforce safety training frequency and reduced incident rates. Recommendations include mandatory triennial process hazard analysis reviews, integration of safety instrumented systems (SIS) compliant with IEC 61511, and increased investment in safety officer capacity building. This research contributes practical appraisal evidence for safety policy reform in Nigeria's gas processing sector.
