📖 ABSTRACT/OVERVIEW
Cost overruns in government construction projects represent a recurring challenge in Nigerian public infrastructure delivery, consuming limited public resources and undermining policy objectives. This study assesses cost control mechanisms in government construction projects in Enugu State, South East Nigeria. A descriptive cross-sectional survey will recruit 170 civil servants, project managers, quantity surveyors, and contractors from the Enugu State Ministry of Works and Housing and affiliated construction firms. A validated questionnaire will assess cost estimation accuracy, budget monitoring practices, variation order management, and audit effectiveness. Earned Value Management (EVM) indicators will be used as a framework for evaluating cost control performance. Chi-square tests and regression analysis will identify systemic weaknesses in cost control practices. Studies from South East Nigeria document significant project cost overruns in public works, often attributed to inflation, design changes, and political interference. This study will generate evidence for improving public procurement and cost management practices in Enugu State and contribute to debates on construction project governance in the South East geopolitical zone.
