📖 ABSTRACT/OVERVIEW
Credit market imperfections, including information asymmetry, moral hazard, adverse selection, and collateral constraints, are widely recognised as structural obstacles to farm investment in developing country agricultural sectors. In Enugu State, in Nigeria's South East geopolitical zone, where smallholder farming dominates and formal credit access is limited, these market failures translate directly into suboptimal capital investment in improved inputs, mechanisation, and irrigation infrastructure. This study assesses the prevalence of credit market imperfections and their effect on farm investment levels in Enugu State. Data were collected from 220 farm households through a structured questionnaire covering credit access, credit constraints experienced, investment in capital assets, and farm-level financial characteristics. Latent variable models were used to identify credit-constrained households, and a switching regression framework was applied to estimate the investment effects for constrained relative to unconstrained farm households. Results indicate that 63 percent of farm households exhibit at least one form of credit rationing, with demand-side and supply-side rationing affecting 41 and 22 percent of the sample respectively. Credit-constrained households invested on average N32,000 less per season in yield-enhancing inputs compared to unconstrained counterparts. The credit constraint effect on investment was most severe for enterprises involving perennial crops and irrigation infrastructure, where time horizons exceed informal lending durations. The study recommends targeted policy intervention through development finance institutions to address supply-side credit rationing and the design of graduated loan products to build credit histories for smallholder borrowers in Enugu State.
