Assessment of Environmental Health Officer Training and Deployment in Zamfara State, North West Nigeria

The capacity of a state's environmental health workforce is a fundamental determinant of its ability to prevent disease, enforce sanitation standards, and respond to environmental health emergencies. This study assessed the training status and deployment patterns of environmental health officers in Zamfara State, North West Nigeria. A census of all registered environmental health officers in the state was conducted, with structured questionnaires administered to 180 officers across all fourteen local government areas. Key informant interviews were held with the State Ministry of Health, Environmental Health Officers Association of Nigeria (EHOAN) Zamfara Chapter, and LGA health coordinators. Results showed that only forty-four percent of environmental health officers in Zamfara State held qualifications at or above the Higher National Diploma level. Approximately sixty-one percent had not participated in any formal continuing professional development activity in the preceding three years. Deployment was heavily skewed toward LGA headquarters, with peripheral ward-level deployment achieved in only twenty-eight percent of LGAs. Essential equipment including water testing kits, sound level meters, and food sampling kits was available in only thirty percent of offices. Average field activity frequency was less than two inspections per officer per month. The study concludes that the environmental health workforce in Zamfara State is critically under-trained, under-equipped, and inadequately distributed. Recommendations include targeted in-service training programs, mandatory continuing professional development, equipment procurement, and deployment rebalancing to underserved wards.
