Community Participation in Environmental Health Decision-Making in Selected LGAs in Cross River State, South South Nigeria

Community participation is recognized as a cornerstone of effective and sustainable environmental health programming, yet mechanisms for meaningful engagement remain weak in many Nigerian local government areas. This study assessed the nature and extent of community participation in environmental health decision-making processes in four local government areas in Cross River State, South South Nigeria. A mixed-methods research design was employed, combining community survey questionnaires administered to 400 residents, focus group discussions disaggregated by gender and socioeconomic status, and key informant interviews with LGA environmental health coordinators and community leaders. Results revealed that less than twenty percent of respondents reported being consulted before implementation of sanitation programs or waste management changes in their communities. Community health committees were functional in only three of twenty-seven communities assessed. Women and youth were systematically underrepresented in the few existing consultation mechanisms. Environmental health decisions were predominantly top-down, driven by LGA officials with minimal prior community engagement. Communities that reported higher levels of participation demonstrated better compliance with sanitation bylaws and greater sustainability of WASH infrastructure. Knowledge of community rights in environmental health matters was low among seventy-eight percent of respondents. The study recommends institutionalization of participatory mechanisms in LGA environmental health planning, gender mainstreaming in community health structures, and civic education on environmental health entitlements.
