Assessment of Human Capital Development and Organisational Performance in Nigeria’s Oil and Gas Sector

Human capital development is critical for sustaining high performance in Nigeria's technically demanding oil and gas sector, and its professional assessment across indigenous and multinational operators provides evidence for talent strategy in an industry facing skills transition pressures. This study assessed human capital development programmes and their relationship with organisational performance across 12 oil and gas companies operating in the South South and South West zones, including international oil companies and indigenous operators. Human capital development was assessed across four dimensions: technical skills training, leadership development, professional certification support, and succession development. Organisational performance was measured by operational efficiency index, safety performance (total recordable incident rate), employee productivity ratio, and profitability growth for the period 2020 to 2023. Data were collected from 80 HR and operations executives through structured interviews. Regression analysis and industry benchmarking were employed. Results showed that technical skills training investment was the strongest predictor of operational efficiency (beta = 0.49, p < 0.001). Safety performance was significantly better in companies with structured safety leadership development programmes (mean TRIR: 0.8 vs. 2.1 per million man-hours). Indigenous companies that invested in professional certification support showed 41% higher employee retention rates than those without, directly reducing critical knowledge loss from experienced worker attrition. Leadership development quality was associated with significantly better financial performance (r = 0.62, p < 0.01). The study recommends that NCDMB incorporate human capital development standards into its Nigerian Content measurement framework for oil sector operators.
