Assessment of Nigerian Maritime Administration Capacity for STCW Certification Oversight

The quality of a nation's STCW certification system is foundational to the professional competence of its seafarers and to the international recognition of its maritime certificates. This study assesses the institutional capacity of the Nigerian Maritime Administration and Safety Agency to fulfil its obligations as an STCW flag state administration, focusing on certificate issuance processes, examination quality assurance, and maritime training institution oversight. A professional institutional review methodology was employed, using structured interviews with fifteen NIMASA certification officers and maritime education administrators, document review of NIMASA's quality standards system, and benchmarking against the IMO's STCW White List requirements. Findings indicate that NIMASA has maintained Nigeria's inclusion on the IMO STCW White List, reflecting baseline compliance with international standards. However, the study identifies capacity constraints in the frequency and thoroughness of maritime training institution audits, with some institutions accredited without physical facility inspections in the preceding five years. Examination integrity measures require strengthening, with reported inconsistencies in examination administration across centres. The revalidation of competence process for senior officers is identified as administratively burdensome and not adequately integrated with continuing professional development requirements. Recommendations include investment in NIMASA examinations IT infrastructure, training of additional qualified institution auditors, and development of a digitised competence revalidation platform for seafarers.
