Assessment of Structural Defects in Public Hospital Buildings in Bauchi State

Public hospital buildings must maintain a high standard of structural integrity to ensure continuous healthcare service delivery and patient safety. This study assesses structural defects in fifteen public hospital facilities across Bauchi State in the North East geopolitical zone, with particular focus on buildings constructed under various government capital expenditure programmes between 1980 and 2010. A systematic defect survey was carried out at each facility using a structured assessment checklist adapted from the UK National Health Service Estate Condition Survey framework and modified for Nigerian climatic and construction conditions. Defect categories assessed included roof leakage, wall cracking, floor slab failure, drainage inadequacy, and corrosion of exposed structural elements. Findings show that twelve of the fifteen hospitals presented multiple concurrent structural deficiencies, with roof failure being the most prevalent defect, recorded in eighty percent of buildings surveyed. Wall cracking patterns indicative of differential settlement were observed in seven facilities, three of which showed active cracks exceeding 5 mm width requiring immediate structural intervention. The study identifies prolonged deferred maintenance, inadequate original design specification, and poor-quality contractor workmanship as the principal causative factors. The cost of full structural remediation was estimated at approximately 3.7 billion Naira across the surveyed facilities. The study recommends the establishment of a dedicated hospital infrastructure maintenance budget within the Bauchi State Ministry of Health, supported by a biennial structural condition inspection programme.
