Management information systems in telecommunications network operations centers aggregate performance data, generate fault alerts, and enable proactive network management, directly influencing service quality outcomes. This study assesses the deployment status and operational effectiveness of telecommunications management information systems at Globacom Nigeria's network operations centers, examining tool integration, data quality, alert responsiveness, and staff utilization proficiency. A professional case study methodology was adopted, with structured interviews conducted with twenty network operations center analysts and supervisors across Glo's Lagos and Abuja NOC facilities, supplemented by direct observation of system interfaces and review of performance management processes. Assessment was conducted against the eTOM operational process framework. Results indicate that the NOC uses a combination of proprietary element management systems and third-party integrated OSS platforms with partial integration, creating data reconciliation delays of up to forty-five minutes during major fault events. Alert fatigue from high false-positive rates of approximately 34% reduces analyst responsiveness to genuine network anomalies. Shift handover documentation quality was rated as insufficient by 68% of analysts, creating continuity gaps in fault resolution tracking. Mean time to repair metrics were found to be systematically understated due to inconsistent incident closure procedures. Recommendations include full OSS integration through a unified northbound interface, implementation of machine learning-based alarm correlation, standardized shift handover protocols, and quarterly NOC process audits.
