Assessment of the Condition of Federal Roads and Their Management in Niger State

Federal roads serve as the backbone of Nigeria's national transport network, connecting states and facilitating economic activity across regions. This study assesses the physical condition and management effectiveness of selected federal roads in Niger State, located in the North Central geopolitical zone. Adopting a descriptive research design, the study collected data through road condition surveys on three major federal highway segments, supplemented by structured interviews with 50 road users, 20 Federal Roads Maintenance Agency (FERMA) personnel, and transport operators. Road condition indicators assessed include pavement integrity, drainage functionality, roadside facilities, and signage adequacy. Findings reveal that over 65 percent of surveyed road lengths exhibit severe pavement deterioration characterised by deep potholes, surface cracking, and failed road shoulders. Maintenance interventions are described as infrequent, reactive rather than preventive, and inadequately resourced. Users report an average vehicle damage cost of 85,000 naira per month attributable to road conditions. The study identifies funding shortfalls, bureaucratic delays, and poor contract supervision as systemic management failures. Recommendations include the adoption of performance-based road maintenance contracts, increased budgetary allocation to FERMA, and the establishment of a road condition monitoring system using geographic information tools. These findings contribute to the discourse on road asset management in Nigeria's middle-belt region and provide a reference for infrastructure reform advocates.
