Availability of Physical Education Specialists in Private Secondary Schools in Owerri, Imo State

The deployment of qualified physical education specialists is a critical determinant of programme quality and student health outcomes in secondary schools. This study assesses the availability and qualification status of physical education specialists in private secondary schools in Owerri, Imo State, South East Nigeria. A census survey design was employed, covering all 42 registered private secondary schools within the Owerri municipal education district. Data were collected through structured questionnaires administered to school principals and physical education instructors, supplemented by document review of staff qualification records. Findings reveal that only 28 percent of sampled private schools employ at least one teacher holding a recognised qualification in physical and health education. The majority rely on non-specialists, including mathematics and science teachers, assigned collaterally to physical education instruction. Physical education timetabling reflects its low institutional priority, with 54 percent of schools allocating fewer than two periods per week to the subject. Schools with qualified specialists demonstrate markedly higher rates of student sports participation and better safety compliance during physical activities. The study identifies low salary scales for specialist physical education teachers and the absence of regulatory enforcement as structural factors sustaining non-specialist deployment. Recommendations include enforcement of qualification requirements by the Imo State Teaching Service Commission, creation of incentives for specialist physical education teachers, and mandatory minimum curriculum time for physical education.
