This study examines the extent and quality of citizen participation in state budget processes in Rivers State, assessing whether participatory budgeting mechanisms have improved fiscal accountability and resource allocation towards citizens' priorities. Participatory budgeting has been adopted in varying forms across Nigerian states as a strategy for enhancing budget transparency, reducing corruption in public expenditure, and strengthening the social contract between governments and citizens. Using a qualitative design, the study draws on interviews with civil society budget monitors, state ministry officials, and community representatives from six local government areas in Rivers State, supplemented by analysis of budget documentation and open budget survey assessments for the state. The participatory governance theory and the accountability deficit framework are applied to evaluate budget participation mechanisms. Findings reveal that Rivers State's participatory budgeting arrangements are primarily cosmetic rather than substantive, with community budget consultations conducted in formats that preclude genuine input into expenditure priorities and with community proposals rarely translated into actual appropriations. The study documents significant gaps between appropriated and released expenditure allocations, particularly for capital projects in communities outside Port Harcourt. The South South geopolitical context, where oil revenue politics significantly shapes state fiscal behaviour, is central to understanding these dynamics. Recommendations include mandatory pre-budget community consultations with documented outcomes, real-time expenditure tracking platforms accessible to civil society, and independent budget audits with public reporting.
