Public Sector Reform and Governance Modernisation in Nassarawa State

This study examines public sector reform initiatives in Nassarawa State, assessing the governance modernisation strategies implemented by the state government between 2019 and 2023 and evaluating their impact on administrative efficiency, service delivery, and public accountability. Public sector reform has been a recurring theme in Nigerian governance discourse, driven by recognition that dysfunctional administrative systems undermine development outcomes and erode citizen confidence in the state. Using a qualitative research design, the study draws on interviews with senior civil servants, reform implementation officers, and civil society governance monitors in Lafia, supplemented by analysis of administrative reform policy documents and performance assessment reports. The new public management framework and the governance reform theory are applied to evaluate the design, implementation process, and outcomes of Nassarawa State's reform programme. Findings reveal that while Nassarawa State has introduced payroll reforms, civil service computerisation, and budget transparency measures, the pace and depth of reform remain constrained by bureaucratic resistance, limited fiscal resources for reform implementation, and the absence of an independent reform monitoring mechanism with public accountability obligations. Political interference in civil service promotion decisions continues to undermine merit-based career advancement, reducing incentives for performance improvement. The North Central geopolitical zone context of Nassarawa State, with its emerging status and limited pre-existing administrative infrastructure, shapes both the reform opportunities and the constraints identified. Recommendations include independent reform implementation tracking, merit-based performance management systems, and structured citizen feedback mechanisms for public services.
