Civic Education and Democratic Citizenship Development Among Secondary School Students in Nigeria

This study examines the relationship between civic education provision and democratic citizenship development among senior secondary school students in Nigeria, using data from schools across three geopolitical zones. Democratic citizenship encompasses civic knowledge, political participation orientation, respect for rule of law, and critical engagement with public affairs. Nigeria's democratic consolidation requires an education system that actively develops these citizenship competencies, yet the quality and effectiveness of civic education provision in secondary schools remains inadequately evaluated. Data were collected from 600 Senior Secondary School Two students and 80 civic education teachers across 30 schools in Lagos (South West), Kano (North West), and Enugu (South East). Civic education quality was assessed using lesson plan analysis, teacher content knowledge tests, and student civic knowledge assessments. Democratic citizenship development was measured using validated scales of civic participation intention, rule of law orientation, and democratic value endorsement. Structural equation modelling was applied. Results indicate that civic education quality significantly predicts democratic citizenship development, but the effect is moderated by school climate. In schools with more participatory governance models, civic education produces stronger citizenship development outcomes, suggesting a practice-learning reinforcement effect. The study concludes that civic education is an effective citizenship development tool when embedded in a school culture that models democratic values. It recommends that the Federal Ministry of Education reform civic education pedagogy to emphasise participatory learning and introduce school governance models that give students genuine decision-making experience.
