Climate Change Vulnerability Assessment and Urban Planning Adaptation in Bayelsa State

Low-lying coastal and riverine communities in Bayelsa State face some of Nigeria's highest climate change vulnerability profiles, combining sea level rise risk, extreme flood exposure, and high social vulnerability into contexts that demand proactive urban and regional planning adaptation. This study conducts an empirical climate change vulnerability assessment for urban communities in Bayelsa State and examines the adequacy of existing urban planning frameworks for supporting adaptation. Using a multidimensional vulnerability index integrating exposure, sensitivity, and adaptive capacity components, community-level vulnerability scores were calculated for 24 urban communities in Yenagoa and surrounding local government areas. GIS analysis incorporated projected sea level rise scenarios, 25-year flood frequency data, and land elevation models. Primary data on adaptive capacity were collected from 340 household surveys and 18 key informant interviews with planning officials and community leaders. Findings are expected to rank communities by vulnerability class and demonstrate that the most vulnerable communities are frequently those with the least planning institutional support and lowest infrastructure investment. The study identifies critical gaps in Bayelsa State's planning framework regarding climate adaptation provisions, hazard mapping, and development standards for high-risk zones. Recommendations address development of a Bayelsa State Climate-Responsive Urban Planning Framework, mandatory climate vulnerability screening for all new development approvals, updating of building standards for elevated construction in flood zones, and community-based adaptation planning programs for high-vulnerability settlements.
