Community Development Associations and Rural Development in Enugu State

This study examines the contributions of Community Development Associations (CDAs) to rural development in Enugu State, located in Nigeria's South East geopolitical zone. Rural communities in the region continue to face infrastructural deficits despite government interventions, prompting non-state actors such as CDAs to play increasingly prominent developmental roles. Using a mixed-methods design combining questionnaires and focus group discussions, the study engaged 300 respondents from five rural communities across three local government areas in Enugu State. Secondary data were sourced from community project reports and state planning commission documents published between 2020 and 2024. The study applies the Community Participation Theory, arguing that inclusive and grassroots-led development initiatives yield more sustainable outcomes than top-down government programmes. Findings reveal that CDAs have made notable contributions to road rehabilitation, borehole construction, and community school renovation, though their efforts are constrained by funding shortfalls, elite capture, and poor coordination with local government authorities. The study recommends formal co-financing arrangements between CDAs and local governments, the establishment of community trust funds, and the integration of CDA project data into state development planning frameworks. This research advances the discourse on participatory governance and self-help development in South Eastern Nigeria.
