Complexity, Emergence, and Adaptive Governance in the Nigerian Urban Transport System: A Complex Adaptive Systems Analysis

Nigerian urban transport systems exhibit hallmarks of complex adaptive systems: self-organisation among informal operators, emergent route structures, non-linear responses to regulatory intervention, and adaptive behaviours that undermine planned governance outcomes. This study applies complex adaptive systems theory to analyse the structure, behaviour, and governance of urban transport in three Nigerian cities: Lagos, Kano, and Port Harcourt, representing the South West, North West, and South South geopolitical zones respectively. The research employs an agent-based modelling approach combined with a longitudinal qualitative study of governance-system interactions over a five-year period. Agent-based models are developed for each city using calibration data from transport operator surveys (n = 240 per city), traffic flow measurements at 180 points, and governance event records. Models simulate the system-level effects of 15 governance interventions including route licensing, fare regulation, terminal management changes, and new infrastructure provision. Model validation achieves 89 percent accuracy against observed traffic pattern responses. Simulation results reveal that most conventional governance interventions generate counter-intuitive system responses due to adaptive operator behaviour, with beneficial effects often dissipating within 12 to 18 months. The study identifies three high-leverage governance interventions that produce durable system improvements by working with rather than against emergent system dynamics. Theoretical contributions include an original Complex Urban Transport Governance framework and a critique of mechanistic planning assumptions underlying most Nigerian transport policy. The agent-based models are made publicly available as a decision-support tool for Nigerian transport planners.
