Theoretical and Empirical Foundations for Transport-Oriented Development in Nigerian Secondary Cities

Transit-oriented development (TOD) principles have primarily been theorised and implemented in high-income city contexts, leaving significant theoretical gaps regarding their applicability in rapidly urbanising, low-income secondary cities where informal settlement dynamics, weak planning institutions, and nascent public transit systems create fundamentally different conditions for transport-land use integration. This study develops theoretical and empirical foundations for a contextualised Transport-Oriented Development framework for Nigerian secondary cities, using Owerri, Asaba, Minna, and Lafia as comparative cases from the South East, South South, North Central, and North Central zones respectively. The research employs a comparative case study design combining urban morphology analysis using high-resolution satellite imagery, travel demand surveys with 1,200 households, land value gradient analysis, planning institution capacity assessments, and expert interviews with 40 urban planners and transport professionals. The study critically engages with TOD literature from South Asia, Latin America, and East Africa as a methodological bridge between Northern theory and Southern reality. Analysis reveals that proximity to informal transport terminals generates stronger land value gradients in Nigerian secondary cities than proximity to formal transit infrastructure, suggesting that TOD principles must be reoriented toward informal transport node upgrading rather than formal transit construction as the primary development catalyst. An original Informal Transport-Oriented Development model is theorised and tested across the four cases. Contributions include an adapted TOD suitability assessment framework and a theory of incremental TOD implementation through informal transport formalisation.
