Crisis Communication and Government Reputation Management in Nigeria

This study examines crisis communication practices employed by Nigerian federal and state governments during periods of public emergency, evaluating how official communication strategies shape government reputation and citizen behaviour during crises. Effective crisis communication is an essential component of public administration, enabling governments to manage public fear, coordinate emergency responses, and maintain institutional legitimacy during periods of acute stress. Using a comparative case study design, the study analyses government communication during three distinct crisis episodes: the COVID-19 pandemic response in 2020, the EndSARS protests of 2020, and the 2022 floods affecting the North Central geopolitical zone. Communication outputs including press briefings, social media statements, and broadcast announcements are analysed alongside citizen perception surveys and media coverage assessments. The crisis communication theory and the image repair discourse framework are applied to evaluate the effectiveness of government communication strategies. Findings reveal that government crisis communication in all three cases was characterised by delays in official acknowledgement, contradictory messages from different government levels, and reactive rather than proactive information management. Social media amplified citizen frustration with communication failures, undermining government credibility at critical moments. The study notes that transparent, timely, and empathetic communication strategies adopted in specific instances, notably by the Presidential Task Force on COVID-19, produced measurably better public cooperation outcomes. Recommendations include permanent government crisis communication protocols, pre-positioned information networks, and mandatory communication training for senior officials.
