Deconstructing Community Participation in Local Development Planning: Power, Inclusion, and Contested Governance in Rural Nigeria

This dissertation critically deconstructs the concept and practice of community participation in local government development planning in rural Nigeria, examining how power dynamics, elite capture, gender exclusion, and institutional design shape who participates, whose voices determine outcomes, and whose interests are ultimately served by participatory governance processes. Mainstream participatory development literature has largely assumed that community participation is intrinsically empowering, yet a growing body of critical scholarship challenges this assumption, revealing how participation can be ritualized, captured, and co-opted to legitimize predetermined decisions rather than genuinely share power. Employing a critical ethnographic methodology informed by Post-colonial Theory, the Radical Democracy Framework, and Bourdieu's Field Theory, this study conducts 24 months of fieldwork across eight rural local government areas in Sokoto, Plateau, Enugu, and Rivers States, combining participant observation, life history interviews with 80 community members, and critical discourse analysis of participation process documents. The study makes an original empirical and theoretical contribution by developing a Participation Quality Typology for rural Nigerian local governance contexts, distinguishing among tokenistic, consultative, co-governance, and transformative participation modalities. Findings are expected to demonstrate that formal participation structures systematically privilege male elite voices, reproduce existing community power hierarchies, and rarely translate into substantive budget or planning outcomes for marginalized groups. Recommendations challenge conventional participatory governance frameworks and propose a rights-based reconstitution of community participation in Nigerian local development planning.
