Developing an Environmental Management Framework for Heritage Tourism Sites in Northern Nigeria

This study develops a professional environmental management framework tailored for heritage tourism sites in Northern Nigeria, addressing the specific conservation, visitor management, and community engagement challenges of culturally and historically significant sites in the North West and North East zones. Heritage tourism sites in Northern Nigeria, including the walled city of Kano, Gidan Makama Museum, and the Sukur Cultural Landscape in Adamawa, face environmental pressures from increased visitor activity, commercial development in buffer zones, inadequate solid waste management, and cultural heritage fabric deterioration from climate exposure and neglect. The framework development draws on assessment visits to five heritage sites, review of the National Commission for Museums and Monuments management documentation, interviews with site managers, local government officials, and tourism operators, and analysis of international heritage site environmental management best practice, specifically ICOMOS guidelines and the World Heritage Committee operational guidelines. The proposed framework integrates four management dimensions: physical site conservation, visitor carrying capacity management, community benefit integration, and environmental monitoring. Site-specific carrying capacity thresholds are developed using a social, ecological, and facility-based methodology. Community livelihood integration mechanisms are drawn from successful precedents at Benin Moat sites. Environmental monitoring indicators address waste accumulation, vegetation condition, and infrastructure integrity. The study recommends the framework as a template for the National Commission for Museums and Monuments' environmental management planning across Northern Nigeria's designated heritage sites.
