Nigeria's National Identity Management Commission administers biometric identity data for millions of citizens, and developing an original privacy-preserving framework for this system that balances security objectives with fundamental rights and data protection obligations represents a critical contribution to both cybersecurity and digital rights scholarship. This study developed an original Privacy-Preserving Framework for the Nigerian National Identity Management System, drawing on privacy-by-design principles, differential privacy theory, and Nigerian constitutional and data protection law analysis. A multi-disciplinary framework development methodology was employed: systematic review of privacy-preserving identity system literature (58 publications from 2019 to 2024), constitutional and statutory analysis of Nigerian privacy rights and NDPA identity data provisions, technical architecture analysis of NIMC's NIMC ecosystem through publicly available documentation and structured interviews with 12 identity management and cybersecurity specialists, and expert validation. Technical analysis identified seven privacy risks in the current NIMC architecture including centralised biometric storage vulnerability, inadequate access logging, absent consent management for third-party verification, and non-minimal data sharing in API integrations. The original NIMC Privacy-Preserving Framework proposes architectural upgrades using differential privacy for aggregate analytics, tokenisation for third-party identity verification, cryptographic access controls, and consent management modules. Legal compliance mapping against NDPA obligations is provided for each architectural element. Expert review by 16 privacy, identity management, and cybersecurity specialists confirmed the framework's original contributions to both technical architecture and regulatory alignment.
