Digital Governance and Local Government Service Delivery in Ogun State: A Study of Abeokuta South Local Government Area

This study examines the adoption of digital governance technologies and their impact on service delivery in Abeokuta South Local Government Area of Ogun State, South West Nigeria. Digital governance involves the use of information and communication technologies to improve the efficiency, transparency, and accessibility of government services, yet adoption at the local government level in Nigeria remains low due to infrastructure deficits, limited digital literacy, and institutional resistance to change. The study uses a descriptive survey design, with primary data collected from 220 respondents including local government staff, residents accessing council services, technology vendors, and civil society observers. The E-Government Adoption Theory and the Technology Acceptance Model provide the theoretical basis. Secondary data includes Ogun State Ministry of Information Technology reports, World Bank Digital Economy reports for Nigeria, and recent academic literature on e-governance in Nigerian local government. Descriptive statistics and regression analysis are employed. Findings are expected to reveal that councils with functional digital platforms record faster service turnaround times, higher revenue collection efficiency, and improved citizen satisfaction scores. Barriers to adoption identified include poor power supply, inadequate broadband infrastructure, and low staff digital proficiency. Recommendations include investment in council ICT infrastructure, staff digital skills training programs, and piloting of e-payment systems for local government levies in Abeokuta South.
