Empirical Study of the Socioeconomic Impacts of Gas Infrastructure Development on Host Communities in Delta State

The socioeconomic effects of gas infrastructure development on host communities in Nigeria's oil-producing states are extensively debated but insufficiently quantified through rigorous empirical methods. This study empirically investigates the socioeconomic impacts of gas infrastructure development projects on host communities in Delta State, drawing on household survey data from communities adjacent to two major gas pipeline and processing projects commissioned between 2018 and 2022. The research employs a quasi-experimental difference-in-differences (DID) methodology, comparing socioeconomic indicators before and after project commissioning in treatment communities (directly hosting infrastructure) against matched control communities (non-hosting but geographically comparable). Socioeconomic outcome variables measured include household income, employment rates, school enrolment, access to electricity, and perception of community wellbeing. The study supplements quantitative analysis with 60 qualitative semi-structured interviews to capture non-quantifiable community experience dimensions. A research gap addressed is the predominance of descriptive impact assessment studies in the existing Nigerian gas infrastructure literature, which lack the causal identification strategies needed to isolate project effects from broader economic trends. Findings demonstrate statistically significant positive employment and income effects in communities directly hosting construction activities, but these effects diminish substantially after construction completion when local employment typically falls. Long-term effects on community infrastructure are positive but smaller than anticipated given community development fund commitments. Recommendations include mandatory post-commissioning socioeconomic impact monitoring, linking project community development fund disbursements to verified outcome metrics, and standardisation of impact measurement methodologies across gas infrastructure developers.
