Environmental Governance and Host Community Relations in Ebonyi State: The Case of Limestone Mining Communities

This study examines environmental governance and host community relations in Ebonyi State's limestone mining communities, focusing on government-community dynamics and environmental accountability challenges between 2019 and 2024. Ebonyi State is home to significant solid mineral deposits, including limestone that supports cement production, yet the governance of mineral extraction has generated persistent grievances among host communities. The study is anchored on Environmental Justice Theory, as developed by Robert Bullard, which holds that marginalised and rural communities bear a disproportionate share of environmental costs from extractive industries while receiving minimal economic benefits. A qualitative research design was employed, combining observational fieldwork, semi-structured interviews with twenty community members, mining company officials, government regulators, and environmental activists, and analysis of environmental impact assessment reports and community development agreement documents. Findings reveal that host communities in the Nkalagu and Abakaliki limestone mining zones report inadequate compensation for land acquisition, chronic dust pollution affecting agricultural productivity and respiratory health, and minimal inclusion in corporate social responsibility planning. The study finds that the Ebonyi State Ministry of Environment lacks adequate regulatory personnel and equipment to monitor compliance with environmental standards in active mining areas. It is concluded that environmental governance in Ebonyi State's mining communities is characterised by institutional weakness and accountability deficits. The study recommends the establishment of a state Environmental Monitoring Agency and mandatory participatory environmental impact assessments involving host communities.
