This study analyses the patterns of political recruitment and executive appointments in Ebonyi State between 2019 and 2023, examining the extent to which merit-based criteria inform gubernatorial appointments to key governance positions. The quality of governance in Nigerian states is significantly shaped by the calibre and competence of appointed executives, yet appointments are widely observed to be driven by ethnic, religious, and patronage considerations. The study is anchored on the Elite Recruitment Theory of Harold Lasswell, which examines how political elites are selected and the criteria that govern access to positions of governmental authority. A qualitative documentary research design was employed, analysing the professional backgrounds, academic qualifications, and prior public service records of 78 executive appointees in Ebonyi State between 2019 and 2023. This was complemented by semi-structured interviews with eight informants including former commissioners, civil society leaders, and public administration scholars. Findings reveal that only 34 percent of executive appointees in Ebonyi State during the study period possessed directly relevant professional qualifications for their assigned portfolios. The study finds that ethnic balancing across Ebonyi's three senatorial zones was the dominant criterion in appointment decisions, frequently overriding merit considerations. It further reveals that appointments to technically demanding portfolios such as finance and health were particularly compromised by non-meritocratic criteria. It is concluded that political recruitment in Ebonyi State is predominantly patronage-driven, undermining the technical capacity of the executive apparatus. The study recommends a competency-based appointment framework with transparent public screening processes.
