Environmental Impact Assessment in the Planning of Large-Scale Residential Estates in South South Nigeria

Large-scale residential estate development in the South South geopolitical zone generates significant environmental impacts in a region characterised by sensitive wetland ecosystems, high biodiversity, and communities highly dependent on ecosystem services that may be impaired by inappropriate development. This study examines the professional quality and implementation effectiveness of environmental impact assessments prepared for five large-scale residential estates developed in Rivers, Bayelsa, and Delta states between 2018 and 2023. EIA reports for each project were obtained from the Federal Ministry of Environment and assessed against the requirements of the Nigerian Environmental Impact Assessment Act and NESREA guidelines, using a structured quality review framework based on the Lee and Colley Review Package. Post-development site visits assessed the degree of compliance with EIA-recommended mitigation measures. Interviews were conducted with five lead EIA consultants, three state environment agency officials, and twenty estate resident representatives. Results reveal consistent quality deficiencies across EIA reports, including inadequate baseline ecological characterisation, absence of cumulative impact analysis, and generic mitigation measures not tailored to site-specific ecological conditions. Post-development compliance with stormwater management and wetland buffer zone recommendations was poor, with three of five estates showing active drainage into adjacent wetlands without treatment. None of the five projects had conducted the post-project monitoring required by their EIA approval conditions. The study recommends reform of the Nigerian EIA system to mandate independent quality review, strengthen monitoring enforcement, and require professional indemnity of EIA consultants.
