Professional Assessment of Cultural Centre Management and Architectural Utilisation in South East Nigeria

Cultural centres represent a significant investment in public architecture and serve as institutional anchors for cultural identity, arts development, and community life. Their management quality and architectural utilisation effectiveness in South East Nigeria have not been professionally evaluated despite a substantial stock of government-built cultural facilities in the region. This study professionally assesses the management frameworks, operational programmes, and architectural utilisation efficiency of cultural centres in five South East states: the Enugu Cultural Centre, Imo Cultural Centre Owerri, Anambra Cultural Centre Awka, Ebonyi Cultural Centre Abakaliki, and Abia Cultural Centre Umuahia. A professional audit methodology combined physical condition and space utilisation assessment, management documentation review, structured interviews with fifteen centre directors and programme officers, and a visitor and user survey administered to two hundred cultural centre users. Spatial utilisation rates, maintenance investment levels, programming frequency, and revenue generation were measured as key performance indicators. Results indicate extremely low spatial utilisation rates averaging thirty-one percent of available programme space on a typical weekday, with evening and weekend utilisation rates not significantly higher. Maintenance investment is critically underfunded in all five cases, with average maintenance expenditure below one percent of replacement value. Revenue generation from facility hire is constrained by outdated fee structures and inadequate marketing. All five centres operate without strategic development plans or audience development programmes. The study recommends the adoption of a management partnership model in which each centre engages a professional cultural venue management organisation on a shared-revenue concession arrangement, supported by a capital maintenance grant from each state cultural ministry.
