European Union Support for Nigeria’s National Biosafety Management Agency: An Analytical Study

This study analytically examines the contribution of European Union regulatory cooperation and technical assistance to the National Biosafety Management Agency (NABMA) of Nigeria, with focus on the development of Nigeria's GMO regulatory framework and agricultural biotechnology governance. The EU and Nigeria occupy contrasting positions on agricultural biotechnology governance, with the EU maintaining a cautious precautionary approach and Nigeria progressively advancing a GM crop regulatory framework through NABMA. Despite this regulatory divergence, EU technical assistance has been directed at strengthening NABMA's scientific capacity and risk assessment processes. This analytical research draws on NABMA regulatory documentation, EU-funded biosafety technical assistance programme records, and academic literature on agricultural biotechnology governance in Africa published between 2019 and 2024. Interviews with NABMA scientists, EU technical assistance consultants, and Nigerian agricultural biotechnology researchers provide primary data. The study analyses how EU technical assistance has influenced NABMA's institutional design, risk assessment protocols, and transparency practices, and examines whether EU-supported biosafety governance improvements have facilitated or complicated Nigeria's GM crop approval pipeline. The research fills a gap in analytical literature on the intersection of EU regulatory cooperation and African agricultural biotechnology governance.
