📖 ABSTRACT/OVERVIEW
This study comparatively analyses the European Union's Global Gateway strategy and China's Belt and Road Initiative (BRI) as competing frameworks for infrastructure development cooperation in Nigeria, examining the implications for Nigerian policy choices, governance requirements, and development outcomes. Nigeria has been both a significant BRI recipient and a potential beneficiary of Global Gateway investments, creating a unique context for comparative analysis of Chinese and European infrastructure financing models. This analytical study draws on Global Gateway policy documents, BRI implementation assessments in Nigeria published by AidData and the African Development Bank, and secondary literature on China-Africa and EU-Africa infrastructure financing published between 2020 and 2024. Primary data from interviews with Nigerian Ministry of Finance officials, infrastructure project managers, and development economists in Abuja provide qualitative depth. The study compares the two financing frameworks across dimensions including conditionality, debt sustainability, environmental and social standards, local content requirements, and transparency. The research examines specific Nigerian infrastructure projects financed under each framework and assesses how governance conditionality embedded in Global Gateway terms compares with BRI's non-conditionality model. Findings contribute to analytical literature on infrastructure geopolitics in Nigeria and fill a gap in comparative EU-China development strategy analysis applied to specific African country contexts.
