Evaluating the Impact of European Union Security Sector Reform Support on Nigeria Police Force Effectiveness

This study evaluates the impact of European Union security sector reform (SSR) support on the operational effectiveness and accountability of the Nigeria Police Force (NPF), using evidence from EU-funded police reform programmes implemented between 2017 and 2024. The NPF has been a focus of sustained EU SSR engagement, with EU funding directed at community policing training, human rights awareness programmes, and police accountability mechanisms. Despite the scale of international engagement, empirical evidence on the NPF's performance improvements attributable to EU SSR support is limited in the academic literature. This analytical study employs a theory of change evaluation methodology, mapping EU SSR programme logics against measurable police performance indicators including case clearance rates, public trust survey data, human rights complaint statistics, and inspector general accountability report data. Qualitative data from interviews with NPF command officers, EU programme implementors, civil society police accountability monitors, and community members in Lagos (South-West) and Enugu (South-East) provide primary evidence. The study fills a gap by moving beyond programme logframe compliance to assess whether EU-supported changes in police behaviour and institutional culture have reached operational field units in geographically diverse Nigerian contexts. Findings contribute to the empirical literature on SSR effectiveness in West Africa.
