Evaluation of Agricultural Project Management Practices and Outcomes in Anambra State Agricultural Development Programme

Agricultural Development Programmes in Nigeria operate as the primary institutional platform for implementing state-level agricultural projects, yet project management practices within these institutions vary considerably in quality and effectiveness. In Anambra State, the Agricultural Development Programme has implemented multiple projects across crop and livestock sub-sectors, with mixed results in terms of outputs and farmer impact. This study evaluated agricultural project management practices and outcomes within the Anambra State Agricultural Development Programme. A structured assessment instrument was administered to 40 programme staff at operational, supervisory, and management levels, complemented by review of project documentation and focus group discussions with 48 beneficiary farmers. Project management quality indicators including planning quality, resource management, monitoring and evaluation, and stakeholder engagement were scored and correlated with project outcome measures. Results revealed significant deficiencies in results-based monitoring and evaluation capacity, with only 35 percent of reviewed projects having baseline data adequate for impact attribution. Resource disbursement delays affected the timely execution of over 60 percent of assessed project activities. Beneficiary farmer satisfaction ratings were higher for projects with participatory planning components. The study recommends institutional investment in project management capacity development and the adoption of standardised results frameworks across all Anambra ADP programmes.
