Evaluation of Infrastructure Provision in New Town Developments in Abuja Satellite Towns

Satellite town developments around Abuja, Federal Capital Territory, are intended to decongest the capital and provide planned residential environments, but the adequacy of infrastructure provision in these towns has not been professionally evaluated. This study evaluated infrastructure provision in four Abuja satellite towns: Gwagwalada, Kuje, Bwari, and Abaji, covering road network, water supply, electricity, sewage, and solid waste management systems. Infrastructure condition and service coverage were assessed through field surveys, utility records review, and structured interviews with 80 town residents and 20 infrastructure service managers. Infrastructure provision was rated against the FCT Satellite Town Infrastructure Standards. Results showed that road surfacing coverage was adequate (above 70% of planned roads surfaced) only in Gwagwalada. Pipe-borne water supply reached fewer than 30% of residential plots in all four towns. Electricity distribution was available to 65 to 78% of plots but was characterised by unreliable supply (mean: 6 hours/day across towns). Sewage network was absent in all four satellite towns, with on-site septic systems as the only provision. Solid waste collection was irregular (monthly or less) in 73% of residential zones. Overall infrastructure adequacy scores ranged from 32 to 48 out of 100. The study concludes that Abuja satellite towns are significantly underserviced relative to their planning standards and recommends a prioritised infrastructure investment programme under the FCT Administration.
