Gas flare-down initiatives in Nigeria's Delta State represent a convergence of regulatory pressure, investor interest in gas commercialisation, and community advocacy for environmental improvement. This study examines the environmental compliance performance of ongoing gas flare-down projects in Delta State, focusing on three projects in the Ughelli and Warri production areas implemented under the Nigerian Gas Flare Commercialisation Programme (NGFCP). The research employs a compliance audit methodology, reviewing environmental impact assessment (EIA) documents, community monitoring reports, and regulatory compliance certificates issued by the NUPRC and the National Environmental Standards and Regulations Enforcement Agency (NESREA). Field air quality measurements including PM2.5, PM10, carbon monoxide, and sulphur dioxide concentrations are compared against pre-project baseline levels to assess environmental improvement. The study also investigates the procedural compliance of project developers with community development agreements and host community employment commitments. Findings indicate measurable air quality improvements at two of the three project sites, with PM2.5 concentration reductions of 30 to 45 percent within a 2-kilometre radius of the decommissioned flares. However, one project remains in extended commissioning delay, maintaining ongoing flaring beyond the projected termination date due to pipeline connection setbacks. Recommendations include stricter project delivery timelines, enhanced community reporting mechanisms, and alignment of NGFCP compliance requirements with international frameworks such as the Global Gas Flaring Reduction (GGFR) Partnership guidelines.
