Governance of Pension Funds and Retirement Income Adequacy Among Nigerian Formal Sector Workers

This study investigates the relationship between pension fund governance quality and retirement income adequacy outcomes for Nigerian formal sector workers under the Contributory Pension Scheme. The scheme, established under the Pension Reform Act, has grown substantially in terms of assets and membership since its introduction, yet concerns about retirement income adequacy persist among contributors. Governance of pension fund administrators encompasses investment governance, fee management, member communication quality, and regulatory compliance, each of which influences fund performance and ultimately retirement income outcomes. Drawing on principal-agent theory, pension governance benchmarking literature, and PenCom regulatory reports, this study constructs a pension governance quality index for nine licensed pension fund administrators and examines its relationship with annualised fund return performance, administrative cost ratios, and member income replacement rates. A longitudinal quantitative design is adopted, using PenCom supervisory data and annual fund reports over seven years. The study addresses a gap in the Nigerian pension governance literature, which has focused more on contribution compliance than on governance quality as a performance driver. Findings will assist PenCom, fund trustees, and federal policymakers in designing governance requirements that translate into measurable improvements in retirement income adequacy.
