📖 ABSTRACT/OVERVIEW
This study investigates the relationship between human resource management practices and staff effectiveness in federal unity schools in the South West geopolitical zone of Nigeria. Unity schools, as federal government-owned secondary institutions, are expected to model high standards of educational management, yet their human resource management systems have attracted growing concerns regarding inefficiency, poor welfare administration, and inadequate staff development. The study employs a descriptive survey design and samples 200 teachers and administrative staff from six unity schools across Oyo, Lagos, and Ogun States. A validated questionnaire covering recruitment, training, performance appraisal, and welfare management is used, and data are analysed with mean scores and regression analysis. The study is anchored on the Strategic Human Resource Management Framework. Results indicate that staff effectiveness is most strongly predicted by the quality of the performance appraisal system and access to continuous professional development opportunities. Inconsistencies in posting and transfer management are identified as a major source of staff dissatisfaction. Recommendations include the reform of the Teachers Service Commission's posting and performance management systems and greater investment in staff development within federal unity schools.
