Impact of Inadequate Funding on Public Housing Project Completion in Rivers State, South South Nigeria

Inadequate and irregular funding represents one of the most frequently cited causes of public housing project abandonment in Nigeria, with significant social consequences for urban and peri-urban populations. This study investigates the impact of inadequate funding on public housing project completion in Rivers State, South South Nigeria. A descriptive survey will recruit 190 respondents including project managers, quantity surveyors, government officials, and housing beneficiaries from five stalled and five completed public housing schemes in Port Harcourt and Obio-Akpor local government areas. A researcher-designed questionnaire will assess funding release patterns, cash flow disruptions, contractor payment delays, and their effect on project milestones. Descriptive statistics and logistic regression will examine the relationship between funding adequacy and project completion status. Existing evidence from Rivers State public housing schemes documents recurrent budget cuts, contractor abandonment, and years-long project stagnation, directly linked to irregular releases from the state treasury. Findings will inform Rivers State Housing Authority procurement and financing reforms and provide recommendations for public-private partnership models as alternative financing mechanisms.
