Impact of Technical and Vocational Education on Rural Poverty Reduction in Niger Delta Communities

This study investigates the impact of technical and vocational education on rural poverty reduction in Niger Delta communities in Rivers, Bayelsa, and Delta States. The Niger Delta remains one of Nigeria's most paradoxical regions: resource-rich yet poverty-stricken, with rural communities suffering from unemployment, limited infrastructure, and decades of environmental degradation. Technical and vocational education, which provides directly productive skills, has been proposed as a poverty reduction mechanism, but rigorous empirical evidence of its community-level impact is sparse. A mixed-methods approach is employed, combining household survey data from 250 technical education graduates and non-graduates in rural communities with qualitative case studies of three community vocational training centres. Difference-in-differences analysis compares economic outcomes between graduates and matched non-graduates. Findings are expected to reveal that vocational education graduates demonstrate significantly higher income levels, asset ownership, and employment rates, with the strongest effects in home-based enterprise activities. Gender-disaggregated analysis explores differential impacts for women. The study also examines community-level spillover effects of vocational education. Recommendations include community-embedded vocational centres, integration of entrepreneurship support with skills training, and longitudinal tracking of graduate economic outcomes. This study provides original causal evidence of the poverty-reducing effects of vocational education in the Niger Delta and contributes to the policy discourse on VTE as a social development tool in Nigeria.
