Flooding remains one of the most destructive natural hazards affecting communities in Enugu State, with recurrent incidents causing property damage and loss of life. This study implements a GSM-based flood early warning system targeted at vulnerable urban communities in Enugu. The system integrates ultrasonic water level sensors, a microcontroller unit, and a GSM module to detect rising water levels and transmit SMS alerts to registered residents and emergency management contacts in real time. The research adopted an experimental design approach, beginning with site surveys along flood-prone drainage channels in selected Enugu communities. Hardware components were assembled and calibrated to trigger alerts at predefined water level thresholds. Field testing was conducted during the rainy season over a six-week deployment period. Results demonstrate that the system accurately detected critical water level changes within a two-minute response window and successfully delivered alerts to over 95 percent of registered numbers during test scenarios. False alarm rates were recorded at below 5 percent after threshold recalibration. The study concludes that low-cost GSM-based warning systems represent a viable and scalable solution for disaster preparedness in communities with limited digital infrastructure. Collaboration with Enugu State Emergency Management Agency is recommended for broader deployment and public sensitization.
