Legal Architecture of Gas Monetisation in Nigeria: Analytical Review of the Gas Master Plan and PIA 2021

This study analytically reviews Nigeria's legal architecture for gas monetisation, focusing on the Gas Master Plan (revised 2021) and relevant provisions of the PIA 2021, to identify normative coherence, gaps, and opportunities for reform. Nigeria is estimated to hold Africa's largest natural gas reserves, yet systemic commercialisation failures have prevented the sector from reaching its economic potential. Using a doctrinal analytical methodology, the research examines the Gas Master Plan's legal foundations, the Domestic Gas Supply Obligation framework, pricing regulations, and infrastructure investment provisions within the PIA 2021. Comparative analysis is conducted with Ghana's Gas Master Plan and South Africa's gas utilisation policy frameworks. Findings indicate that Nigeria's gas monetisation architecture suffers from legal fragmentation, conflicting pricing objectives between domestic and export markets, and inadequate investment incentives for midstream gas infrastructure. The study argues that a unified gas sector law, separate from the petroleum-focused PIA 2021, would better serve Nigeria's gas monetisation objectives and recommends a model Gas Utilisation Act.
